From a wreath Argent and Azure (Dark Blue), in front of a wreath of laurel and olive Vert an American bald eagle with wings inverted Proper bearing on his chest a representation of the Navy Distinguished Service medal suspension.
MOTTO
A scroll Azure (Dark Blue), inscribed ANCHORED IN ARMS and flanking on either end of the scroll are the hull numbers BB-37 and BB-46.

SHIELD
The colors dark blue and gold are the traditional colors associated with the United States Navy. Crossed cannons were the initial rating insignia of Delbert D. Black and, also, symbolize his promotion to Master Chief Gunners Mate. This position would evolve into Master Chief Petty Officer of the Navy (MCPON), represented by the anchor and stars of the MCPON badge. Three white wavy bars denote the functions of his position: to counsel the highest ranks of the Navy on issues associated with enlisted guidance, leadership and policy.
CREST
The eagle is displayed as seen on the obverse of the Navy Distinguished Service Medal and bears on its chest the suspension of the medal, honoring Master Chief Black for his dedication, outstanding performance and contributions to the U.S. Navy.
SUPPORTERS
The crossed Navy enlisted cutlasses symbolize MCPON Blacks career and his position as the highest rated enlisted man in the Navy.
MOTTO
The hull numbers BB-37 (USS OKLAHOMA) and BB-46 (USS MARYLAND), represent Delbert Blacks home state and the ship he served on during the attack on Pearl Harbor, respectively.

The coat of arms as blazoned in full color on an oval field within a dark blue designation band, edged with a gold chain and bearing the name USS DELBERT D. BLACK at the top and DDG 119 at the base.
